1. River dunes and sand — but local foundation risk in the city centre

The dominant soil in Deventer is sand. This is not automatically unfavourable for foundations — sand is generally more load-bearing than peat or clay. But along the IJssel and in the historic city centre the situation is more nuanced. The city sits on river dunes, with local river clay and old floodplain deposits. The average ground subsidence is 0.7 mm per year — low compared to western Dutch peat areas, but locally this can increase.

2. Wooden pile foundations in a protected cityscape

Since 1988, a large part of the Deventer city centre has been designated as a protected cityscape. The protected area encompasses — with the exception of the south-eastern district De Raam — the urban area within the 17th-century fortifications, the riverbank and the suburbs.   • ✓Roof addition: not permit-free in Deventer — always requires an environmental permit, plus monument review in the protected cityscape.
  • ✓Environmental vision: Deventer has an environmental vision that guides spatial development. Within the city centre, preserving the historic character is central, meaning permit-free building activities are assessed more strictly.
